MnDOT developed a <br />prioritized ranking from worst to best, and presented the results to the legislature. The <br />legislature approved funding for the worst ten (10) decibel roadway segments. The stretch ofI- <br />35W from Highway 96 to the Twin Cities Army Ammunition Plant (TCAAP) railroad bridge <br />met this threshold of being among the worst in the state, and became a funded project. <br /> <br />Implementation <br />MnDOT has programmed this project to be completed in 2001. They have contacted the Arden <br />Manor Mobile Home Park owner, Mr. Husnik, who is very supportive of the project, MnDOT <br />has also had several meetings with City staff in regards to the project, When the Arden Hills <br />City Council was informed of this project in 2000, they inquired as to what latitude they had, as a <br />body, in driving the design characteristics and what the cost implications were. MnDOT has <br />since provided some digital photographs of noise walls recently constructed along 1-35W in <br />Richfield, and new T,H, 10 in Coon Rapids. MnDOT has also indicated their willingness to <br />update the current landscaping treatment. <br /> <br />Request <br />Staff would like the City Council to discuss this as an agenda item at the January 16,2001 <br />Council Worksession to provide guidance to MnDOT in planning this project, Staffwill <br />distribute materials at the bench for the Worksession, MnDOT is requesting a City of Arden <br />Hills resolution before March 1, 2001 approving the concept plan, specifically approving the <br />design plan, and specifically approving City cost participation in any amenity treatment (i.e" <br />berms, decorative block, decorative lighting) above the MnDOT baseline (i.e" similar to <br />crossroad/I-35W or 610 and 1.
