Subsequent discussion reflects <br />that Councilmembers had additional questions concerning more detailed drawings, wall location, <br />proximity to existing Minnesota Department of Transportation (MnDOT) fence and mobile homes, design <br />options available to the City and on what cost basis and finally a process question regarding how the <br />proposed project has been communicated. <br /> <br />Discussion Uodate <br />On December 18, 2001, staff met with representatives from MnDOT and MnDOT's noise wall <br />engineering subcontractor (Yaggy Colby Associates) to obtain additional project information requested <br />by the City Council. The following information is enclosed for Council review and information: <br /> <br />. <br /> <br />A1 - G2 color copies reflecting a range of design options, colors and prices. <br /> <br />. <br /> <br />MnDOT noted that any fence design over the $14.00/square foot level would be the <br />obligation of the City. <br /> <br />. <br /> <br />H1 - H6 Segments from the February 1997 MnDOTNoise Abatement Study Legislative <br />Report. This is the source ofthe proposed project priority and funding. ($400,000). <br /> <br />. <br /> <br />I-I - A January 25, 2001 letter of support from Deborah Dykema endorsing the proposed <br />project. Ms. Dykema and Mr. Husnik are the general partners of D & H Enterprises, owners <br />of the Arden Manor Mobile Home Park. MnDOT has also indicated that they will listen to <br />"one voice" (presumably the property owner) and will not be conducting a public hearing on <br />the matter. <br /> <br />MnDOT staff will also have an easel board at the meeting showing location and elevations. <br /> <br />Recommendations <br />MnDOT representatives will be in attendance at the January 29,2001 regular City Council meeting to <br />address questions that the Council may have regarding the proposed 1-35W noise wall project. MnDOT <br />would like to have the City Council indicate design and color preferences. Two (2) open items that staff <br />discussed with MnDOT are tree landscaping plans, and the possibility of incorporating the new City logo <br />on the most southerly fence panel as a form of City identifier. If Council is comfortable with advancing <br />this project, remaining requested follow-up action on the February 5, 2001 City Council meeting would <br />be formal adoption of a City resolution approving the project. Enclosure J-I is a sample resolution from <br />the City of St. Louis Park for a similar project. <br /> <br />Enclosures <br />
