Mr. Lynch stated that since McComb Frank Roos Associates, Inc. had been
involved in drafting the City's Comprehensive Plan, they may be better able to help writing a
scope of services for a Phase II Twin Cities Army Ammunition Plant (TCAAP) plarming
exerctse.

Mayor Probst noted the $25,000 cap on services unless an RFP process is followed. Mr. Lynch
explained that cap applied to purchases, but not professional services.

Councilmember Rem stated that as long as the Comprehensive Plan is not completed, it makes
sense to keep McComb Frank Roos Associates, Inc. on board.

Councilmember Grant stated he has no preference either way.

MOTION:

Councilmember Larson moved and Councilmember Aplikowski seconded a
motion to ratifY the Mayor's appointments as indicated above and direct staffto

4

.

.

.
