City Hall Security Recommendation
Page Two
February 1,2001

e

Securitv Contractors Staff Decisions
The Security and Maintenance Committee has interviewed one security company and
scheduled interviews with two more companies to get their ideas on an appropriate
system for the new City Hall. At a meeting on Wednesday, January 31, 2001,
representatives from Security Link of Ameritech and Staff agreed that it would be
appropriate to use the proximity card system and options recommended by those Security
Managers visited earlier, as pointed out above.

Costs
A ballpark estimate for the installation of an access and alarm system is $35,000 to
$45,000, including software, product and installation. Hopefully, the committee will
have proposals before the February 5,2001, Council meeting available as a handout.
Monitoring costs for the alarm system are estimated to be $25,00 per month.

New Citv Hall Status
I have discussed the status of the new City Hall with the General Contractor, Field
Superintendent, Mr. Kirby Thompson. Mr. Thompson has indicated most interior
doorframes are already on site and the exterior frames have been ordered, but not
shipped. Mr. Thompson has also indicated that any of the doorframes can be retrofitted
with proximity card latches. He must have an answer by Tuesday morning, the sixth of
February ifthe City elects to go with a proximity card system instead ofthe lock and key
method in the current building plans. This would allow preparation to insure wiring
necessary to accommodate the system, is installed in the walls and doorframes ahead of
sheetrock and masonry work

e

Recommendation
The Security and Maintenance Committee, currently consisting of Parks and Recreation
Director; Tom Moore, Public Works Foreman; Jim Perron, and Public Works Director;
Dwayne Stafford, plus City Accountant; Terry Post, who was involved in the committee
discussions with Ameritech, all support a proximity card access control system outlined
to this point. The committee recommends City Council consider this type of access
control system and make a decision on Monday, February 5, 2001, as to whether or not to
proceed with the necessary steps to expedite the project. If the City Council is supportive
ofthe proximity card approach, it is important that staff act immediately on certain
Issues.

The committee also recommends that, following scheduled interviews with all three
security design companies, Council authorize staff to contract with the vendor Staff
believes provides the best value for the project, to provide access control and alarm
installation.

.
