<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />f G( '?1b <br /> <br />2.0 Existing Conditions <br /> <br />The first step in a traffic operations study is to collect all of the necessary existing traffic <br />data to support the level of service analyses. This data includes intersection lane <br />geometry, intersection traffic control, intersection timing parameters, and intersection <br />turning movement volumes. The following sections document the data collection <br />process. <br /> <br />2.1 Key Intersections <br /> <br />The first step was to define the impact area of the proposed Semper Development. The <br />purpose of this effort is to make sure that all areas that may be impacted by the <br />development are included in the traffic study. With consideration to Semper <br />Development, the City of Arden Hills and Ramsey County's input, the following <br />intersections were determined to be the key intersections for analysis: <br /> <br />County Road E I Arden Plaza Entrance (p.m. peak hour only) <br />County Road E I Lexington Ave <br /> <br />2.2 Intersection Geometry and Traffic Control <br /> <br />The existing conditions intersection geometry and traffic control information for each of <br />the key intersections was documented. Figure 2.2-1 details this information and indicates <br />that under existing conditions the key intersections consist of the following types: <br /> <br />One signalized intersection, with multiple though lanes and auxiliary left <br />turning lanes on each approach. <br />One two-way stop intersection. <br /> <br />2.3 Intersection Volumes <br /> <br />The turning movement volumes were collected at each of the key intersection for both the <br />a.m. and p.m. peak hour analysis. Turning movement counts were performed at both <br />County Road E I Lexington Ave and County Road E I Arden Plaza Entrance intersections <br />during the p.m. peak hour. During the a.m. peak hour, only County Road E at Lexington <br />Ave was counted. The north and south approaches at County Road E and Arden Plaza <br />Entrance generate very little traffic during the a.m. peak hour, so it was decided to not <br />include this intersection in the a.m. analysis. <br /> <br />The existing traffic volumes for each of the key intersections during the a.m. peak hour <br />analysis are shown in Figure 2.3-1.
