<br />. <br /> <br />. <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />February 21, 2001 <br /> <br />TO: <br /> <br />Joe Lynch, City Administrator <br /> <br />Terrance Post, City Accountant @) <br /> <br />Exempt Gambling Permit Application <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Backl!:round <br />On February 21, 2001, the City of Arden Hills received an application for an exempt gambliug <br />permit from the University of Minnesota Urban Forestry Club. The organization is proposing to <br />have a raffle fund raising event on March 30 and March 31, 200 I. The organization is also <br />requesting the City of Arden Hills to waive the thirty-day waiting period prior to the charitable <br />gambling event. <br /> <br />What is an Exempt Permit? <br />This form of approved charitable gambling approved by the State Gambling Control Board is <br />applicable to nonprofit organizations who do not have an active charitable gambling license, but <br />still wish to utilize charitable gambling events for fund raising purposes. These organizations are <br />limited as to the number of exempt permits allowed in a year (five) and the total prize payout in a <br />year ($50,000). <br /> <br />Council should be aware that this type oflicensed activity is different from the "One-Day Off- <br />Site Activity" recently approved in Resolution No. 01-06 for the Circle PinesILexington Lions <br />Club at the January 29, 2001 Council meeting. The "One-Day Off-Site" opportunity exists only <br />for organizations that have an active organization license and premises permit. <br /> <br />Whv is the Orl!'anization Relluestinl!: a 30 Dav Waiver? <br />A representative of the club has explained that the request for waiver from the thirty-day waiting <br />period has arisen because oftheir inexperience and lack offamiliarity with Minnesota Gambling <br />Control Board time regulations. By the time the date requirements were known, the organization <br />was in a timing conflict. <br /> <br />Recommendation <br />Staff recommends that Council approve Resolution No. 00-09, "Approving an Exempt Gambling <br />Permit Application and Waiving the Thirty-Day Waiting Period," at the February 26,2001 <br />regular Council meeting. As part of the motion, Council should state their reason for approving <br />the waiver request. <br /> <br />Attachments <br />
