The City Council passed <br />a resolution in 2000, stating that the City intended to cornplete a Storm Water <br />Management Plan within this year to fulfill the Metropolitan Council's requirements. <br /> <br />e <br /> <br />A Request For Qualifications for a Storm Water Management Plan went out to ten <br />engineering firms within the Metro area in October, 2000. On November 17, 2000, we <br />received RFQs from three firms: SEH Inc; BRWfURS; and Bonestroo Rosene Anderlik <br />& Associates. Since we received only three responses, staff met and decided that it <br />would be best for the City Engineer (BRWfURS) to prepare a detailed Request For <br />Proposals to be sent out to the remaining firms (SEH Inc. and Bonestroo Rosene Anderlik <br />& Associates). A Request For Proposals by both firms was submitted on February 26, <br />2001, with the understanding that a decision would be made by the City Council at the <br />March 12,2001 meeting. <br /> <br />Review & Recommendations <br />Bonestroo Rosene Anderlik & Associates proposed a Storm Water Management Plan for <br />a cost of $34,217, outlining a number of estimated costs for "optional" additions. <br />According to their proposal, they would probably provide a thorough plan for a fairly <br />high price, taking into consideration all of the proposed extras. <br /> <br />SEH Inc. proposed a Storm Water Management Plan for a cost of$24,941, inclusive of <br />all services except pond water data (for an unknown cost). The project approach of their <br />proposal addresses each item outlined in the "Scope of Services" of the RFP sent out by <br />staff. Staff has also worked with SEH Inc. on other projects (in Arden Hills and other <br />cities) and has had a good working relationship with thern in the past. <br /> <br />. <br /> <br />Staff recommends that the City Council accept SEH Inc.'s proposal for a Storm Water <br />Management Plan at a cost of$24,941. <br />
