Collect and review existing information regarding land uses, soil types, <br />topography, groundwater drainage divides, flood plain elevations, wetland <br />classifications and storm water infrastructure. The city will provide any <br />information it has regarding the above items however the consultant shall procure <br />additional information as necessary from other sources such as the RCWD, <br />USGS, MnDOT, Ramsey County, etc. <br /> <br />C. Review with the City Engineer the pavement management program (PMP) and <br />potential connections between the PMP and the SWMP. <br /> <br />D. <br /> <br />Perform limited hydrauliclhydrologic analyses (utilizing XPSWMM, HydroCAD, <br />P8 or equivalent computer software) to determine problem areas tlrroughout the <br />City as well as discharge rates/volumes into City lakes, wetlands and Rice Creek. <br />Provide recommended improvements to the city's conveyance systems including <br />regional ponding improvements as appropriate. Tabulate data for existing and <br />proposed regional ponding sites including NWL, HWL(5, 10 and 100 year), <br />Discharge Rates (5,10 and 100 year) and pollutant loading/removal information. <br />Analyses of proposed capital improvements should include consideration oJ a <br />costlbenefit measurement based upon pollutants removed from water bodies or <br />other appropriate indicator of performance. <br /> <br />e <br /> <br />E. <br /> <br />Develop water resource management polities and objectives in compliance with <br />City regulations and codes, RCWD policies and objectives, Metropolitan Council <br />Objectives, BWSR 84.10, City staff and council direction. Develop specific <br />guidelines and recommendations for the construction of storm water conveyance <br />systems and ponds as a part of City infrastructure construction projects. Analysis <br />and recommendations for the implementation of alternative storm water treatment <br />and conveyance systems shall be included with the report such as vegetated <br />swales, rain gardens, infiltration basins, grit chambers etc. Analyses of proposed <br />water management policies, guidelines and recommendations should include <br />consideration of a costlbenefit measurement based upon pollutants removed from <br />water bodies or other appropriate indicator of performance. <br /> <br />F. Review and present recommendations for City public works and parks operations <br />relative to water resource rnanagement policies and objectives including <br />maintenance activities and schedules, maintenance, street sweeping, turf <br />management. <br /> <br />G. Review and present recommendations for public education as it pertains to water <br />resource management policies and objectives. <br /> <br />H. <br /> <br />The Consultant may indicate additional information or analyses that may be <br />considered by the City for inclusion into the report.
