<br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />March 12, 2001 <br /> <br />Joe Lynch, City Administrator, Mayor and Council Members <br /> <br />Dwayne Stafford, Public Works Director .~, <br /> <br />SUBJECT: Highway 10, 96, 1-694, and 1-35W Study <br /> <br />TO: <br /> <br />FROM: <br /> <br />Backl!round <br />The Arden HilIs Staff, Council and City Engineer have reviewed many possible scenarios for <br />reconstructing the Highway 10/Highway 96 intersection with both MNDOT and Ramsey County <br />representatives, Everything from an upgraded signalized at grade crossing, to a Highway 10 <br />flyover of Highway 96 with no turning movements were looked at. Last summer it seemed the <br />City Engineer had come up with a flyover plan acceptable, but possibly not the most preferable, <br />to the staff, City Council, Ramsey County and affected local businesses and nearby residents. <br /> <br />. <br /> <br />About that time MNDOT decided a transportation study of the Highway 10, I-35W and 1-694 <br />triangle would be necessary before any new plan for the Highway 10/Highway 96 intersection <br />could be developed, <br /> <br />MNDOT hired SRF Consulting Group Inc, to conduct the study, Before the study got under way <br />the area of study was enlarged to include I-35W north to County Road J (85th Avenue), south to <br />Highway 36, and include Highway 10 to Highway 65, <br /> <br />At a Ramsey County Technical Advisory Committee (T AC) Meeting last year, the Arden Hills <br />Public Works Director asked that representatives of SRF meet with City Council and staff during <br />the beginning of their study to receive input on the City's views and objectives concerning the <br />Highway 10/Highway 96 area, <br /> <br />SRF Meetinl! <br />Mr. Ferrol Robinson, Project Manage~ of SRF Consulting Group Inc" has agreed to attend the <br />Arden Hills March Council W orksession to discuss the study, <br /> <br />Recommendation <br />The Public Works Director recommends staff, City Council and the City Engineer prepare <br />questions and ideas they wish to convey to SRF for the study, As I recall at least one council <br />member and the Public Works Director actually favor a signalized at grade intersection at <br />Highway 10/Highway 96, This would make the freeway system more desirable for high speed <br />thru traffic, rather than Highway 10, <br /> <br />. <br /> <br />Other ideas were to eliminate the westbound Highway 10 ramp to north I-35W and provide a <br />landscape treatment to Highway 10 between I-35W and Highway 96; similar to that of Highway <br />96 on the completed reconstructed areas. An additional signal might also be considered where <br />the Big Ten Supper Club, Scherer Bros, Lumber Company and the Arden Manor Mobile Home <br />Park traffic access Highway 10, <br />
