The erosion control handbook published by <br />Board of Water and Soils Resources (BWSR) includes recommended <br />management practices. The Minnesota Pollution Control Agency (MPCA) <br />published in 2000 a document titled Protecting Water Quality in Urban Areas, <br />Best Management Practices for Dealing with Storm Water Runoff from <br />Urban, Suburban and Developing Areas of Minnesota, which may be used for <br />reference or its replacement document when it is approved. The Ramsey Soil <br />Erosion and Sediment Control Handbook may also be used for erosion <br />protection guidance. <br /> <br />Precipitation <br /> <br />Climate within the Minneapolis-St. Paul metropolitan area is deseribed as a <br />humid continental climate with moderate precipitation, wide daily temperature <br />variations, warm humid summers and cold winters. The total average annual <br />precipitation is approximately 29 inches.
