<br />The RCWD will achieve its overall goals predicated upon facts and reason, and by closely <br /> <br /> <br />coordinating its plans and programs with other concerned governmental agencies at <br /> <br />municipal through state levels. <br /> <br />POllCY DEVELOPMENT <br /> <br />Using the general intent of MS 103B as a guideline and assisted by two advisory groups (the <br />Citizens Advisory Committee and Technical Advisory Committee), the RCWD Managers <br />defined and confirmed their policies and objectives. An important element in this process <br />proved to be the RCWD's social, physical, and biological diversity, which the final policies <br />needed to reflect. Foremost in this diversity is the presence of both urban and rural land <br />uses. The northern portion of the watershed has a rural character with development <br />occurring sparsely on large lots. The eastern portion of the watershed is developing in a <br />somewhat more dense manner, while the southwestern portion of the watershed already has <br />an urban character. <br /> <br />O&ffiC~SANDPOllCms <br /> <br />This portion of the Water Resource Management Plan will describe the objectives and <br /> <br />policies for water resources management in the RCWD through the year 2000. The first <br /> <br /> <br />three sections of the Water Resource Management Plan inventoried existing physical and <br /> <br />hydrologic conditions and described potential development to the year 2000. This inventory, <br /> <br /> <br />together with the general purposes of the Metropolitan Surface Water Management Act, <br /> <br /> <br />were used in determining first the water resource management objectives and second, the <br /> <br /> <br />water resource management policies for the District. These guiding objectives and policies <br /> <br />are shown in Table 4-1. The detailed management strategies of the District are contained in <br /> <br />Section 5. <br /> <br />Objective A: Minimize Public Expenditure to Control Runoff <br /> <br />The first objective is to minimize, to the greatest extent possible, public expenditures used in <br /> <br /> <br />controlling excessive runoff rates and volumes.
