<br />I <br /> <br />~ <br />I <br />I <br /> <br />in the flood fringe that have been protected from high water either through floodproofing or <br />by other construction techniques. <br /> <br />One of the goals of M.S. l03B is to move surface water management toward local control. <br /> <br /> <br />Based on this goal, the RCWD will promote the local adoption of floodplain zoning ordinances <br /> <br /> <br />conforming to state regulations. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />To protect water quality and preserve valuable soil resources, the RCWD has developed a <br /> <br /> <br />policy to minimize runoff velocities and maximize natural cover in accordance with rural and <br /> <br /> <br />urban Best Management Practices (BMPs). <br /> <br />To reduce sediment transport and control erosion on construction sites, the RCWD has set a <br /> <br /> <br />policy which states that a developer must provide all measures necessary to contain <br /> <br /> <br />sediment and control erosion. <br /> <br />Objective D: Promote Groundwater Recharge <br /> <br />II <br />I <br />I <br />I <br /> <br />A portion of the RCWD provides groundwater recharge to the Prairie du Chien-Jordan <br /> <br /> <br />aquifer and surficial aquifers. The Metropolitan Surface Water Management Act encourages <br /> <br /> <br />the recharge of surface water to groundwater aquifers. The policies of the RCWD encourage <br /> <br /> <br />this recharge and protect recharge areas from potential sources of contamination. <br /> <br />Groundwater recharge can occur in the area of floodplains. It is the policy of the RCWD to <br />restrict impervious areas within the floodplain in the recharge area of the Prairie du Chien- <br />Jordan aquifer or surficial aquifers. <br /> <br />I <br /> <br />Portions of the RCWD have experienced groundwater contamination. This groundwater <br />contamination generally resulted from improper disposal of hazardous substances. The <br />policy of the RCWD is to protect recharge areas from future sources of contamination. <br /> <br />I <br />I <br /> <br />Objective E: Protect and Enhance Fish and Wildlife Habitat and Recreation <br /> <br /> <br />The water resource management objective for the RCWD is to protect and enhance fish and <br /> <br /> <br />wildlife habitat and water-oriented recreation. The policies of the RCWD promote and <br /> <br /> <br />encourage coordination with the Minnesota Department of Natural Resources whose primary <br /> <br />I <br /> <br />4-5 <br /> <br />10/97 <br />
