District Managers refer issue to staff to compile background data, resource <br /> <br /> <br />setting, and applicable goals and policies. <br /> <br />. Staff presents recommended role for watershed district and identifies other <br /> <br /> <br />potential responsible parties or cooperators based on compatibility with District <br /> <br /> <br />goals and policies, priority ranking of the resource (lake tiers and trunk system), <br /> <br /> <br />and a measure of the number of District stakeholders impacted by the issue. <br /> <br /> <br />. If the Board of Managers detennines sufficient role exists for the District, a <br /> <br /> <br />conceptual project summary which addresses schedule, financing priority, and <br /> <br /> <br />additional data requirements will be prepared. <br /> <br /> <br />. Board considers the conceptual plan for potential plan amendment. <br /> <br />I <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />FUNDING POLICY <br /> <br />Policy <br /> <br />. <br /> <br />The District has a large array of funding methods ranging from special assessments to ad <br />valorem taxes. These methods are generally outlined within Minnesota Statutes Chapters <br />l03B, 103D, 103E and 429. Additionally, special legislation has been passed which is specific <br />to the Rice Creek Watershed District. <br /> <br />I <br /> <br />The Board of Managers will be guided in their funding decisions by a philosophy to: <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />. Utilize Districtwide ad valorem funding as the primary vehicle for completing <br />projects. <br />. Utilize special assessments or subwatershed taxing districts when highly localized <br />benefits will result <br />. Actively seek grants and project cooperators <br />. Conduct public hearings prior to ordering capital improvement projects <br />. Give priority to pursuing and co-funding projects which address water quality in <br />tier 1 and 2 lakes, result in rate control beyond District requirements in critical <br />rate control subwatersheds, and manage the trunk drainage system. <br /> <br /> <br />These six objectives and associated policies of the RCWD fonn the framework for water <br /> <br /> <br />resource management decisions.
