RULE I <br />DRAINAGE SYSTEMS <br /> <br />1. POLICY. It is the policy of the Board of Managers to regulate <br />new construction, improvement or repair of public or private <br />drainage systems (open and tiled) for the following purposes: <br /> <br />(a) To preserve the capacities of drainage systems to <br />accommodate future needs. <br /> <br />(b) To improve water quality and prevent localized <br />flooding. <br /> <br />2. REGULATION. No drainage system may be constructed, improved <br />or repaired without first obtaining a permit from the District. <br /> <br />3. CRITERIA. A permit applicant for construction, improvement <br />or repair of a public or private drainage system must: <br /> <br />(a) Comply with all federal, state and District wetland <br />protection rules and regulations. <br /> <br />(b) Demonstrate that such activity will not adversely <br />impact down stream water quality or quantity. <br /> <br />(c) Provide stable channel and outfall. <br /> <br />(d) Demonstrate concurrence with regional pond or subdivision <br />drainage plans approved by the District, if applicable. <br /> <br />(e) Retain a hydrologic regime which complies with <br />District Wetland Alteration Rule F. <br /> <br />(f) If drainage system is proposed to outlet a <br />landlocked basin, provide sufficient dead storage volume <br />to retain back-to-back 100-year, twenty-four-hour <br />rainfalls and runoff. <br /> <br />4. REQUIRED EXHIBITS. The following exhibits must accompany the <br />permit application. One set, full size; two sets, reduced to <br />maximum size of 11"x17." <br /> <br />(a) Map showing location of project and tributary area. <br /> <br />(b) Existing and proposed cross sections and profile of <br />affected area. <br /> <br />(c) Description of bridges or culverts required. <br /> <br />(d) Narrative and <br />impacts and affe.cts <br />project area. <br /> <br />calculations describing wetland <br />on water levels above and below the <br /> <br />30 <br />
