The Erosion and Sediment <br />Control Ordinance needs to be adopted to be included in the Comprehensive Development Plan <br />of the City of Arden Hills in accordance with an agreement with the Metropolitan Council to do <br />so by July 1,2001. <br /> <br />Enclosed within is a copy of a letter from City Attorney Filla indicating a draft ordinance and a <br />summary ordinance to be published by the City upon approval. Staff has discussed with Mr. <br />Filla the concerns expressed by the City Council at your work session on June 18, 2001, and <br />have incorporated those changes in the draft ordinance (copy enclosed). <br /> <br />Staffs understanding ofthe questions and comments had to do with the following: <br /> <br />. The ordinance refers to a handbook. What is the handbook? The handbook refers <br />to the Ramsey County Soil and Water Conservation District Handbook. This <br />handbook contains specifics for erosion and sediment control practices within <br />Ramsey County. The City has obtained a copy of the handbook and will be <br />available at City Hall for potentials applicants. <br /> <br />. <br /> <br />Water Management Organization. What does water management organization <br />mean, and who supersedes the City in terms of granting variances from the <br />Ramsey County Soil and Water Conservation District Handbook?
