U <br /> <br />; <br /> <br /> <br />CITY OF ARDEN HILLS <br />4364 WEST ROUND LAKE ROAD <br />ARDEN HILLS, MN 55112.5794 <br /> <br />e <br /> <br />December 13, 1999 <br /> <br />Dan Vaughan <br />Arden Towers, Inc. <br />3440 Bayside Road <br />crrono,~ 55356 <br /> <br />Dear Dan, <br /> <br />The City of Arden Hills (City) wishes to Thank You for your engineering reports submitted <br />on 11/29/99 from EEl (Ehresmann Engineering Inc.) dated 11/15/99 and 11/23/99, regarding <br />the safety of your tower and its compliance with the State Building Code. <br /> <br />Summarizing the first report dated 11/15/99 by EEl Engineering, the Tower does not meet <br />State Code for y," radial ice and 80 mph winds, with reduction allowed. Further, the report <br />indicates that conditions may be worse than the report states if the Tower has suffered any <br />damage or corrosion and if a sub grade inspection reveals that it does not meet the required <br />minimwn capacity. <br /> <br />e <br /> <br />The second engineering report submitted by EEl engineering, dated 11/23/99, was done <br />without any calculations for W' radial ice. <br /> <br />Summarizing the engineering report dated 11/23/99 (analysis with out radial ice) many <br />questions remain as to the current safety of the Tower even without including \1," radial ice. <br />It also appears not all information given to EEl engineering has been correct, (i.e. feedlines) <br />and the Tower has more loading on it than originally designed, plus a foundation that is <br />overloaded from what it was originally designed for. <br /> <br />In conclusion, based upon all of the information that has been submitted by you to the City, <br />Staff believes there is sufficient information to deem the Tower an unsafe structure <br />according to the State Building Code. Without question, the Tower does not meet State Code <br />when including y," radial ice. It appears the Tower was never designed to be able to <br />withstand y," radial ice even though it was a requirement at the time the Tower was built. <br />The Tower was built in 1981, and the requirement to include \1," radial ice went into effect in <br />September of 1980. <br /> <br />. <br />There also have been many additions / alterations to the Tower over the years that have been <br />done without Building Permits or amendments to the Special Use Pemrit (attached) as <br />required by State and Local laws. These additions have substantially increased the loading <br />over what the Tower was originally designed for, which in turn has made the Tower even <br />less safe with each and every addition. <br /> <br />e <br /> <br />PHONE: 1651) 633-5676 .
