<br />ARDEN HILLS PLANNING COMMISSION - SEPTEMBER 5, 2001 4 <br /> <br />Commissioner Sand stated he would still oppose the water tower signage because he did <br />not see the hardship requirement. He stated he did not want to set a precedence by . <br />granting a variance for the sign on the water tower. <br /> <br />Commissioner Galatowitsch inquired about the wording of the signage Ordinance with <br />respect to hardship and/or it being materially detrimental to the public welfare. Mr. <br />Cronin replied this was the way the City's Code was written. <br /> <br />Commissioner Galatowitsch stated she did not see why the water tower was considered <br />undue hardship, and she did not know ifthe Ordinance would allow it. <br /> <br />Chair Baker stated this was a unique structure and he did not have a concern about <br />putting a sign on it. <br /> <br />Commissioner Erickson moved, seconded by Commissioner Zimmerman, to recommend <br />approval of Planning Case #01-25, Guidant Corporation, 4201-4233 N. Lexington <br />Avenue, Variances (sign), as required by their site plan, for the following reasons and the <br />following conditions: <br /> <br />I. <br /> <br />The applicant preserves a clear vision area within a triangle created beginning at <br />the intersection ofthe mid-point ofthe Drive and the curb or edge of pavement <br />line of the street, and extending 35 ft. in the direction of approaching traffic and <br />25-ft toward the interior of the property, and then a line connecting these two <br />points, and, <br /> <br />. <br /> <br />2. Provides landscaping around the signs of similar quality to the Guidant signs <br />located on Hamline A venue, finding the need for the variances has been created <br />by the particular physical conditions of the campus setting, and the design of the <br />proposed signs is compatible with and will contribute to the character of <br />Lexington A venue; and <br /> <br />3. Due to the unique presence of a water tower structure on the site which would <br />create a hardship not to exploit, the impact of the variance would be internal to <br />this extensive campus stretching from Hamline to Lexington, and the signs <br />permitted by the variance can be implemented with no material impacts on <br />surrounding uses. <br /> <br />4. Mention be made ofthe 90 acre campus as the amount of frontage on Lexington <br />Avenue and County Road F. The lettering on the water tower is to be black and <br />the tower will not be illuminated. <br /> <br />After further Commission discussion, Commissioner Erickson withdrew his motion and <br />Commissioner Zimmerman withdrew his second. <br /> <br />Commissioner Erickson moved, seconded by Commissioner Zimmerman, to recommend <br />approval of Planning Case # 01-25(a), Guidant Corporation, 4201-4233 N. Lexington <br />Avenue, Sign Ordinance Variance, regarding ground mounted signs with the <br />recommendations from staffs paragraphs A and B and the acknowledgement of the 90 <br />acre site and the applicable frontage as a reference for hardship for additional signs. <br /> <br />. <br />
