Based on the visibility information provided <br />by the California Institute of Technology, the proposed water tower signage would be visible from <br />1000 feet making the signage readable from Lexington Avenue. Since the two visibility resources <br />are in conflict, the applicant has graciously agreed to simulate the signage on the property. <br />Sometime late next week or early the week after, "mock" signage similar to what is being proposed <br />will be placed on the water tower to illustrate the visibility from certain areas. This information will <br />be provided at the October 29,2001 Council meeting. <br /> <br />Variance Criteria <br /> <br />For your reference, one of the following findings needs to be made to grant a variance to the sign <br />ordinance: <br /> <br />1. Hardship. That the hardship is attributable to the particular physical surroundings, <br />topographical conditions, or shape ofthe specific parcel ofland involved; or <br /> <br />2. Materially Detrimental. That the granting of the variance would not be materially <br />detrimental to the public welfare or injurious to the property or improvements in the vicinity <br />or zone the property is located. <br /> <br />Planninl!' Commission Recommendation <br /> <br />- <br /> <br />With regard to the water tower signage, the Commission voted 3-2 to approve a variance for the <br />water tower for the following reason and following condition: <br /> <br />1. The opportunity for wall signage on the water tower is created by the unique presence of a <br />water tower structure on the site which would create a hardship not to exploit, the impact of <br />the variance would be internal to this extensive campus stretching from Ham1ine to <br />Lexington, and the signs permitted by the variance can be implemented with no material <br />impacts on surrounding uses. <br /> <br />2. The color of the letters on the water tower be painted black, and the tower be non- <br />illuminated. <br /> <br />Minutes highlighting the Planning Commission's discussion can be found with the Sign Ordinance <br />memo. <br /> <br />- <br />
