Maintenance and Operations Superintendent Position
Page 2
October 12,2001

.

. The creation of the superintendent position reduces the number of mid-management
positions. The Park Foreman position goes away. We may establish two lead positions, one
in Maintenance, one in Operations.
. By reducing the number of mid-management positions, we potentially reduce the overall cost
to the City. The current organization includes a Public Works Director, Parks and Recreation
Director, Maintenance Foreman, and Parks Foreman. The organizational change creates the
position of Maintenance and Operations Director and Maintenance and Operations
Superintendent and eliminates the Public Works Director and Parks and Recreation Director
positions.
. By creating the position of Maintenance and Operations Superintendent, we allow the
individual to work with the new operation to determine the appropriate labor division, give
input into the decisions on lead positions, and provide feedback on the effectiveness of the
organizational change.
. I created a chart to give you some background on similar positions with similar sized and/or
d'

surroun lllg commumtJes.
Position City Salary # employees
sunervised
Maintenance Supervisor Vadnais Heights $46,812 5
Public Works Supervisor St. Anthony $45,264 12
Supervisor Mound $50,484 5
Public Works Foreman Mounds View $49,380 8

.

RECOMMENDA nON

I recommend that the City Council appoint Jim Perron to the position of Maintenance and
Operations Superintendent with the City of Arden Hills, effective November I, 2001. This is a
non-union, exempt, position. Mr. Perron would no longer be on call, nor would he receive
overtime for any additional work necessary to accomplish the responsibilities ofthe position. Mr.
Perron has demonstrated through his years of service with the City that he is capable, qualified,
enthusiastic, and able to take on these new roles and responsibilities. Mr. Perron has been acting
in an increased capacity since the departure of the former Public Works Director in March of this
year.

I would like to put this on consent at your regular scheduled meeting on October 29, 2001, for
action at that time.

.
