Upon completion of final horizontal and vertical alignments and cross <br />sections, exact wetland impacts will be determined. <br /> <br />7.3 Historical, Archaeological, and Architectural Cultural Resources <br />State legislation requires governmental agencies to consider their impacts to historic and <br />archaeological resources before undertaking a project. The Minnesota Historic Sites Act and the <br />Minnesota Field Archaeology Act require that governmental agencies have a responsibility to <br />protect the physical features and historic character of properties designated for, or listed on, the <br />National Register of Historic Places, State Historic Site Network, or archaeological sites on non- <br />federal public lands. Governmental agencies must consult with the Minnesota Historical Society to <br />determine if any such properties exist within a project area, and the appropriate treatment for those <br />properties, should they be effected. <br /> <br />Ramsey County hired a consultant to perform a Phase II National Register study of the August <br />Lepak House (also known as the Art Larson house) located at 1170 County Road I. The property <br />was found to be eligible for the National Register of Historic Places as an important and well- <br />preserved Minnesota farmhouse type. The house was built in 1896 and constructed with Chaska <br />brick, chosen for its durability and cream color. Few intact farmhouse built in the 1890s have <br />survived. Among the surviving houses, the Lepak house rates high in terms of material integrity. <br /> <br />The study determined that there is either no effect or no adverse effect of the County Road I project <br />on the Lepak house since the setting is not critical to the eligibility of the house. Since the study <br />was conducted the road alignment has been moved further away from the house. <br /> <br />The City of Shoreview owns the Lepak property and is preserving the home and grounds as a <br />historic site. <br /> <br />7.4 Right of Way <br />Permanent right of way will be acquired for roadway construction on 4 properties. <br />Permanent right of way will also need to be acquired for pond construction. Temporary <br />right of way will also be acquired for the construction of the roadway. <br /> <br />7.5 Air Quality . <br />An Indirect Source Permit is not required from the Minnesota Pollution Control Agency <br />because average annual daily traffic (ADT) volumes will not increase by 10,000 or more <br />vehicles per day within ten years after completion of the modification project. <br /> <br />7.6 Noise <br />The proposed highway project is not on a new location, is not a significant change in <br />horizontal or vertical alignment, and will not increase the number of through lanes, therefore <br /> <br />"l!I~!>.
