For example, <br />strictly enforced controis on the transport of hazardous materials may prevent a disaster <br />from occurring. An incentive program to discourage construction in a flood plain may <br />not prevent a flood, but could minimize the consequences of the event. <br /> <br />Disaster prevention activities can also be conducted after a disaster has <br />occurred; that is, prior to reconstruction.
