<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~~HILLS <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Joe Lynch, City Administrator <br /> <br />SUBJECT: Maintenance and Operations Superintendent Position <br /> <br />DATE: October 12,2001 <br /> <br />CC: Organizational file, personnel file <br /> <br />BACKGROUND <br /> <br />As previously proposed, City Council has accepted the reorganization plan for both the <br />Administrative staff and Public Works and Parks and Recreation staff. The Public Works and <br />Parks and Recreation side of the organizational change includes establishing a position of <br />Maintenance and Operations Director which takes the place ofthe Public Works Director and <br />combines the duties ofthe Parks and Recreation Director into that position. It also includes the <br />establishment and filling of the Maintenance and Operations Superintendent position. <br /> <br />The Maintenance and Operations Superintendent position would be an exempt, non-union <br />position that oversees the daily operation of the Maintenance and Operations employees. The <br />Superintendent would discuss with the Maintenance and Operations Director on a daily basis <br />those tasks, projects, and work load accomplishments for the day, week, month and season. This <br />position would also translate the long-term goals and objectives of the City and Maintenance and <br />Operations Director into the aforementioned daily, weekly, monthly and seasonal work load. <br /> <br />By creating an Maintenance and Operations Superintendent position I believe you achieve the <br />following benefits to the City: <br /> <br />. A mid-management position that oversees the daily work schedule, operations, and takes the <br />former foreman position out of the dilemma of being both a field working employee and <br />union member. <br />. Allows the oversight of all aspects of Public Works and Parks operations by keeping a <br />perspective on long range plans and because of the removal from direct field work <br />requirements the position is better able to direct manpower, equipment, materials, and <br />contractors, in all aspects of maintenance and operations. <br />
