Hogan <br />Symposium Moderator <br /> <br />Welcome to the Public Entity Risk Institute Symposium, Community Response to the <br />Threat of Terrorism. <br /> <br />The Issues and Ideas Papers that will be presented over the next week will provide <br />you, we hope, with thoughtful, practical, and valuable ideas on what to do to prepare your <br />community against the threal of a terrorist act. We encourage you to circulate the papers to <br />others in your organization, <br /> <br />We especially encourage you to offer your thoughts in Ihe open discussion that is such <br />a vital part of this Symposium. The value of the program will increase exponentially the more <br />you participate, I urge you to share your thoughts and viewpoints, and to ask and answer <br />queslions - like most conferences we attend, some of the best and mosl helpful ideas will <br />come from your colleagues. <br /> <br />Please "speak up" from your computer keyboard, To join in the discussion, go to the <br />"Current Program" section of the Symposium Center on PERI's Web sile- <br />W\-V\V.riskinstitute.org. It's easy to participate. <br /> <br />. <br /> <br />Ask questions or make comments about the topics covered by the presentations, The <br />experts who authored the papers will be slanding by to respond to your input. <br /> <br />Over the next few days, we will address differenl aspects of a community's <br />preparation and response. <br /> <br />Along with Ihis inlroduction today, we are also presenting the local police perspective <br />on terrorism from Lieutenant John Kane of the Sacramento, California Police Department, <br />entitled "The Incident Command System and the Concept of Unified Command al a Terrorist <br />Incident." Lt. Kane leads off his discussion with suggested queslions that managers and <br />officials should be asking about the state of readiness in their jurisdiction, <br /> <br />Tomorrow, November 14, Richard Evans, former Direclor of Public Works for San <br />Francisco, California, will discuss "Public Works and Terrorism," focusing on building and <br />facility security. <br /> <br />On Thursday law professor Robert Thelford, former FBI Agent and prosecutor who <br />co-founded the Institute for Criminal Justice Education, will discuss the "Challenge of <br />Cyberterrorism," and what steps to take to guard against a cyber-attack. <br /> <br />. <br /> <br />Introduction and Overview <br />
