<br />Commumtv Resvonse to the Threat of Terrorism - A Public Entitv Risk institute SvmlJosium <br /> <br />.- <br /> <br />!~E <br />/ <br /> <br />/ FBI <br />1/1 <br /> <br /> <br />LAW <br /> <br />\ <br /> <br />UNIFIED COMMAND <br />With FIRE as Incident Commander <br /> <br />This does not mean that law enforcemenl sits around wailing until fire has <br />relinquished command, Local law enforcement will be responsible for following Ihe <br />principles of assisling with an MCI during the time that the Fire Departmenl is in charge, <br /> <br />. <br /> <br />When Incident Command passes to law enforcement, the law officer in charge will <br />Ihen set Ihe goals for the operation, and begin full conduct of the preliminary criminal <br />investigation, This will include identifying and taking initial statements from polential <br />wilnesses and victims, along with crime scene preservalion and any emergency follow-up <br />actions or evidence collection, <br /> <br />When the Fire Department begins to wind down its functions of fire-res cue-medical <br />response, the fire and law commanders will agree when incidenl command will pass to law <br />enforcement, When Ihis occurs, simultaneous broadcasts should be made on bolh Ihe fire <br />and law enforcement channels so that all personnel undersland that incidenl command has <br />passed from the fire service to law enforcement. <br /> <br />Also at this time, the specific location for Ihe law enforcement command post <br />should be repealed via radio so that there is no mistake as to where the command post is <br />located, <br /> <br />It is essentiallhat a Fire Department command level officer remain in the command <br />post.
