<br />.- <br /> <br />. <br /> <br />. <br /> <br />Community ResDonse to the Threat o(Terrorism - A Public Entitv Risk Institute Svmoosium <br /> <br />enforcement and fire agencies, They will need help with traffic control, body and evidence <br />recovery, scene security, and a hOSl of other critical tasks, <br /> <br />The FBI, in order to better coordinate the federal response to an act of terrorism, <br />will establish its own version of the Emergency Operations Center called a Joint <br />Operations Center or JOe. This is the location where all federal agencies will first report <br />and work out of for Ihe duration of the incidenl, and it corresponds to local government's <br />EOe. <br /> <br />In recenl discussions with Special Agents of the FBI, they indicated that they will <br />try to co-locate the JOC at a local jurisdiction's EOC if possible. At a minimum, they will <br />try to provide a cornmand level officer to slay in the local agency EOC to facilitate direcl <br />communication between the groups involved in the unified command, and to facilitate the <br />sharing of resources, personnel, and information, <br /> <br />In order to better function together it would be helpful to work oul of one central <br />EOe. The FBI's establishment of a separate JOC is based on the large numbers of agencies <br />and support stafflhat could be called in to help al a major terrorist event. This is a <br />legilimate concem. In the event the incident is a large one, the Incident Commander should <br />be looking for an area large enough to accommodale these priorities so that both facilities <br />can be allhe same location, <br /> <br />As the local agencies' involvement winds down, fewer staff will be necessary, unlil <br />finally the JOC will become the only coordination point for the incident. When on-scene <br />activity ceases, all follow-up investigative activity will be the responsibility of the FBI. <br /> <br />As you can see during each of these phases, a differenl group will be moving to Ihe <br />top of the triangle, But all will still be together working on the issues, and sharing concems <br />and informalion in Ihe Unified Command concept. <br /> <br />Discussion Questions <br /> <br />Here are some questions to consider for discussion in the Symposium fomm: <br /> <br />. What special training do your first responders need Ihat Ihey have not already <br />received in order to be better equipped to cope wilh terrorism? <br />. Since several departments share responsibilities in a terrorist incident, what <br />department or governmenlal official should be in charge of coordinating the efforts <br />of the various departments? <br />. Has your jurisdiction ever participated in a terrorism drill, especially involving <br />multiple agencies and jurisdictions?
