<br />e <br /> <br />e <br /> <br />e <br /> <br />About the 20 Characteristics <br /> <br />To organize for comprehensive emergency management, you should determine the <br />relationship of each of the twenty characteristics that follow to your own community and judge <br />whether that particular characteristic wil contribute to the effectiveness of your organization, <br /> <br />Each of the chapters on a characteristic is organized as follows: <br /> <br />. Each characteristic is described briefly. <br />. A "caution sign" about each characteristic identifies a potential problem which <br />could occur in the absence of the characteristic. <br />. Procedures for analyzing the characteristic follow as worksheets, By completing <br />the analysis procedure for each characteristic, you can determine: <br />o Your community's status relative to that characteristic, and <br />o The process necessary to incorporate that particular characteristic (if you <br />desire to) into your organizational structure, <br />.
