<br />. <br /> <br />lXJ ~~~@uD@@)~ ~@w@u@~rnru@rnJ~~ <br /> <br />f'ORAFT <br /> <br />History Leading to the Establishment and Adoption of the City of Arden Hills TCAAP <br />Reuse Plan <br /> <br />1941 <br /> <br />1942 <br /> <br />1976 <br /> <br />1978 <br /> <br />1981 <br /> <br />1982 <br /> <br />1994 <br /> <br />1995 <br /> <br />Site acquired by the Federal Government. <br /> <br />TCMP begins operation by by producing conventional ammunition and weapons <br />components, <br /> <br />Production facilities placed on standby status after supporting Army needs during <br />World War II, the Korean Conflict, and the Viet Nam conflict. <br /> <br />U.S, Army Toxic and Hazardous Materials Agency Report #129 indicated that <br />contamination would be contained on the site. <br /> <br />Solvents were discovered in off-site groundwater wells, including municipal wells <br />supplying the City of New Brighton. <br /> <br />The New Brighton/Arden Hills Superfund Site, which consists of a 25 square mile <br />area that includes TCMP and the groundwater plume, was added to the National <br />Priorities list. Fourteen Superfund Sites are located within the TCMP area. <br /> <br />Congressman Vento appoints the TCMP Reutilization Committee in the summer of <br />1994. This group is charged with developing a community based reuse plan for the <br />site. Representatives from the cities of Arden Hills, Mounds View, Shoreview, and <br />New Brighton, as well as Ramsey County, organized labor, environmental groups, <br />and the State of Minnesota participated in the process. <br /> <br />By Spring of 1995, the Reutilization Committee had gathered a large amount of <br />information, but still only had generalized conception of how the site might best be <br />utilized. Two proposals were explicitly rejected, <br /> <br />In Spring of 1995, the Prairie Island Band of Mdewakanton Sioux expressed an <br />interest in acquiring the site for Native American housing and a gaming facility. <br /> <br />Given the level of interest in the property, the City of Arden Hills convened a TCMP <br />Reuse Task Force. A consulting team including Camiros (a planning consulant); <br />Short Elliot and Hendrickson; and Larkin, Hoffman, Daly, and Lindgren were <br />retained to facilitate the work of the Task Force and to prepare a TCMP <br />Reutilization Plan. <br /> <br />After several meetings, the Arden Hills TCMP Reuse Task Force presented four <br />concepts to the Vento Reutilization Committee. <br /> <br />In an effort to build support for a single reuse plan, in Fall of 1995, the Vento <br />Reutilization Committee essentially endorsed the Arden Hills plan with a few <br />modifications.
