INTRODUCTION <br /> <br />On March 25, 2002 the Arden Hills City Council authorized the preparation of a <br />feasibility study for the 2002 Street Improvements Project. The proposed 2002 Pavement <br />Management Program consists of the proposed reconstruction of Hunters Court and <br />Waldon Place. The proposed project is located in the southeast quadrant of Arden Hills, <br />west of Lexington Avenue at the south end of Benton Way. Currently both Cul-de-sacs <br />have a road width of 34' and an end radius of 50'. The right of way is 60' on the road <br />section and has a radius of 60' centered on the end section. Exhibits 1 and 2 show the <br />project location. <br /> <br />The City has implemented a pavement management program, which includes field <br />surveying every section of roadway every three years to monitor the changing conditions. <br />This survey measures all of the pavement distresses within a road segment, which in turn <br />helps to assign a Pavement Condition Index (PCI) to that particular road segment. To <br />implement a maintenance program, specific maintenance treatments are recommended <br />based on the PCI values of the street. The following table illustrates the generally <br />recommended maintenance treatment for a given PCI. <br /> <br />PCI <br />100-81 <br />80-61 <br />60-0 <br /> <br />TREATMENT <br />Spot Repair, Crack Seal and Seal Coat <br />Mill and Overlay <br />Complete Reconstruct <br /> <br />Hunters Court serves as access for nine single family homes and Waldon Place serves as <br />access to seven single family homes. Both cul-de-sacs were constructed in 1974 and are <br />exhibiting signs of pavement failure. The City maintenance crews have expended a <br />substantial amount of time and resources in the last few years to keep these two sections <br />of road passable. Both Hunters Court and Waldon Place have some of the lowest PCI <br />values in the entire city with respective values of 20 and 9. <br /> <br />This report evaluates the reconstruction of both cul-de-sacs at a 32' wide road section <br />with a 50' radius end and a 28' wide road section with a 40' radius end. In addition the <br />feasibility of full depth mill and overlay has also been evaluated. <br /> <br />A neighborhood informational meeting was held on March 19,2002 for this proposed <br />project. During the meeting the City Engineer explained the reason for the pavement <br />deterioration and discussed typical road construction standards within the City Arden <br />Hills. During the meeting residents expressed the opinion that the City should implement <br />a neighborhood approach to street reconstruction and maintenance. Many residents felt <br />that Hunters Court and Waldon Place should be reconstructed but would like to see the <br />reconstruction occur in conjunction with Benton Way. The residents took an informal <br />vote at the end of the meeting to mill and overlay the street to "hold it over" until Benton <br />Way was reconstructed. <br /> <br />," <br /> <br />3 <br />
