RECOMMENDATIONS <br /> <br />Hunters Court and Waldon Place are two of the lowest rated streets, in terms of pavement <br />condition, in the City of Arden Hills. The bituminous pavement surface has been <br />severely compromised and the concrete curb and gutter is failing in many places. The <br />deterioration of Hunters Court and Waldon Place has resulted in high annual maintenance <br />costs to the City in both materials and labor. The poor pavement conditions can be <br />directly attributed to frost damage in the roadway subbase and the age of the streets. Full <br />reconstruction is necessary to properly correct the subbase drainage deficiencies, which <br />are causing the rapid deterioration to the bituminous surface. <br /> <br />In accordance with the City of Arden Hills' adopted street classification these two cul-de- <br />sacs are considered residential streets and have a recommended minimum street width of <br />28 feet. Residents and Council should consider three choices as a part of the <br />reconstruction project: 1) road width (28 or 32 feet), 2) cul-de-sac radius (50 or 40 feet) <br />and 3) concrete curb and gutter style (barrier or surmountable). Reconstructing the streets <br />to 28 foot widths would add approximately 3 feet of turf to the abutting properties and <br />would reduce overall runoff from the streets. <br /> <br />Many of the residential driveways are in very poor shape. A bid item could be included <br />in this proposed project to reconstruct the residential driveways in conjunction with this <br />project if the homeowner choses to do so. The homeowner would be responsible for <br />reimbursing the City for the cost of the work, possibly in the form of an increased <br />assessment equal to the amount of work done and based on the bid price. The advantage <br />of this would be that the work would be done on a bulk rate using better quality material <br />and have better control over the construction. <br /> <br />The improvements outlined above are feasible and constructable assuming the proposed <br />assessment rate is acceptable to the Council. The City Engineer strongly recommends <br />full depth reconstruction (including a sand subbase with drain tile) of Hunters Court and <br />Waldon Place as opposed to a full depth mill and overlay. The City Engineer <br />recommends barrier style concrete curb and gutter, a road width of 28 feet and a cul-de- <br />sac end radius of 40 feet however these three items should be ultimately decided by the <br />residents and Council. <br /> <br />7 <br />
