<br />. <br /> <br />(2) <br /> <br />Perform building inspection, and infrastructure systems <br />surveys including location verification, inventory, and <br />condition evaluation. <br /> <br />(3) Evaluate the research and field investigation results to <br />identifY system conditions, capacities and constraining <br />elements of infrastructure as well as possible <br />opportunities for expanded service. <br /> <br />b. Share Information. Provide City with data obtained during <br />Developer's sitc review. <br /> <br />c. Review and Comment. Review and comment on drafts of the <br />City's Comprehensive Plan Amendment and Infrastructure <br />Plans as well as the City's economic impact study relative to <br />possible infrastructure financing. <br /> <br />2. City Obligations. The City shall accomplish the following tasks: <br /> <br />. <br /> <br />a. <br /> <br />Request for Oualifications. City shall prepare an RFQ and <br />retain a planning consultant who shall prep arc a Comprehensive <br />Plan Amendment and Infrastructure Plan for the TCAAP Site <br />to include the following elements: <br /> <br />(1) Zoning Ordinance, Design Guidelines, and related <br />regulatory changes to ensure implementation of thc <br />Comprehensive Plan Amendment. <br /> <br />(2) Transportation analysis and study. <br /> <br />(3) Preliminary layout of infrastructure (street, sewer, water, <br />and storm watcr). <br /> <br />b. <br /> <br />Retain Financial Consultant. Retain financial consultant to <br />provide an economic impact study for the construction and <br />payment of public infrastructure improvcmcnts for the TCAAP <br />Site. <br /> <br />. <br /> <br />5 <br />
