<br />e <br /> <br />. <br /> <br />. <br /> <br />Description ofIssues to be discussed in the ADAR <br /> <br />An Alternative Drban Areawide Review (ADAR) is a substitute environmental review <br />process provided for by the Minnesota Environmental Quality Board based on a <br />development scenario for an entire geographic area. Potential environmental impacts <br />resulting from the proposed campus expansion are addressed in the ADAR to a level of <br />detail possible given the data available. As with the 85-acre Guidant Campus planned for <br />full build-out in 2019, the ADAR covers a geographic area that will be developed over a <br />longer, less specific time period than an individual project. Therefore, the development <br />of the planned Guidant Campus requires the analysis of some ADAR issues to be based <br />on a "realistic" expectation of impacts. For both the definite and undefined aspects ofthe <br />proposed development, the following issues must be addressed in the ADAR. <br /> <br />· Consistency with City's Comprehensive Plan and compatibility with adjacent <br />land uses <br />· Impacts on water quality and treatment of site storm water runoff <br />· Impacts to existing infrastructure and additional infrastructure needs required by <br />the proposed development (roadways, public utilities, etc.) <br />· Construction impacts potentially resulting in erosion or sedimentation <br />· Environmental concerns related to above and underground storage tanks, on-site <br />chemical storage, etc. <br />. Traffic analysis including analysis ofthe existing and proposed roadway system <br />serving the site, additional trip generation for the proposed development, impacts <br />to the roadway system from additional trips and discussion of necessary traffic <br />management improvements <br />· Air quality impacts <br />· Traffic-related noise impacts <br /> <br />The ADAR includes a mitigation plan that identifies mitigation measures required to <br />avoid or mitigate potential environmental impacts that would result from the proposed <br />development. The mitigation plan not only identifies physical mitigation measures, but it <br />also includes information concerning the agency or agencies involved in review, approval <br />or implementation of specific mitigation measures; the time frames for implementing <br />mitigation measures; and the party or parties with financial responsibility for <br />implementing mitigation measures. <br /> <br />The Guidant ADAR mitigation plan will likely need to address the following potential <br />impacts: <br /> <br />. On-site water treatment methods such as storm water ponding <br />· Additional infrastructure needs (roadways, public utilities, etc.) <br />. Necessary permits and approvals <br />· Necessary traffic management improvements <br />· Erosion control measures <br />
