i.

.

~
~HlLLS

MEMORANDUM

DATE:

September 5, 2002

AgendaItem 6.C

TO: Mayor De1111is Probst
Council Member Beverly Aplikowski
Council Member David Grant
Council Member Gregg Larson
Council Member Lois Rem
Joe Lynch. City Administrator

Aaron Parrish, Community Services Director fi (

FROM:

SUBJECT: TCMP Update

The following highlights pertinent TCAAP reuse activities since the last Council meeting:

eDSU has begun Phase I work. They will begin site analysis next week after attending a Health and Safety
Briefing. They will be in attendance at the Council's September Work Session to discuss the establishment
of the Advisory Panel. A notice will be placed in the next edition of Arden Hills Notes to solicit interest for
Community Representatives on the Panel. The application deadline will be October l't. It is anticipated
that interviews could be set up sometime early in October.

· The regularly scheduled Development Team meeting was held on Tuesday August 20, 2002. The meeting
focused on next steps and land transfer issues. An agenda is attached for your review. The next meeting
will take place on Tuesday September 17, 2002.

· Staff attempted to follow up with MNDOT to discuss their potential interest in TCAAP. The individual we
need to speak with is out of the office for the next two weeks.

· On Tuesday September 3rd, staff attended the TCAAP Restoration Advisory Board meeting. The primary
focus of the meeting was a discussion between the Army and the RAB regarding the clean up of Site C. Site
C is located within the proposed transfer area. See the attached comments from Paul Bloom submitted on
behalf of the RAB for additional information. At the meeting, staff indicated that it would be more
appropriate to defer a decision on the specific clean up measure until future land uses are identified.

· The McKnight Foundation has initiated an "Embrace Open Space" campaign. TCMP was listed as one of
the open spaces that require protection. See the attached letter and information printed from the
embraceopenspace.org web site. On a website, there is a link to the Friends of Ramsey County Parks
ewebsite as well. Unfortunately, some of the comments on site cast aspersions on the City and its position
on the reuse of TCMP. This is attached for your reference as well.

· As indicated in recent newspaper articles, Bill Harper is no longer Representative McCollum's Chief of
Staff. Michaela Toohey of the St. Paul office will be the primary staff contact with regard to TCAAP.
