Although these land uses are <br />cOlmected with the Guidant property by the Lexington Avenue corridor, the roadway also <br />provides separation because of its width and design. It appears that the proposed <br />development concept attempts to tmifY the business campus while maintaining a <br />relatively low vi sua] impact for surrounding land uses. This is achieved through the use <br />of open space and clustering of taller buildings towards the center of the site, In staffs <br />opinion, the proposed development concept will not have a significant land use impact <br />due to the overall development concept and characteristics of Lexington A venue, <br /> <br />Traffic Impacts. Staff also reviewed the Traffic Study Overview to determine the <br />proposal's traffic impact on Lexington Avenue. The following summarizes traffic and <br />roadway related concerns: <br /> <br />The City recognizes that Lexington A venuc falls undcr the jurisdiction of <br />Ramsey County, For this level of development to occur, Ramsey County must <br />be willing to program the planned roadway improvements in their <br />Transportation Improvement Plan, If these planned changes are not <br />programmed and completed in conjunction with the proposed site <br />improvements, Shoreview would have serious concerns on the further <br />degradation of service levels in an area that already needs intersection and <br />capacity improvements based upon current traffic volumes, Furthermorc, the <br /> <br />. <br />
