<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL SPECIAL MEETING MINUTES <br />JANUARY 2, 2002 <br /> <br />3 <br /> <br />B. <br /> <br />Claims and Payroll <br /> <br />MOTION: <br /> <br />Councilmember Aplikowski moved and Councilmember Grant seconded a motion <br />to approve the Consent Calendar and authorize execution of all necessary <br />documents contained therein. The motion carried unanimously (5-0). <br /> <br />ADMINISTRATOR COMMENTS <br /> <br />Lynch commented on the ongoing discussions with SEH regarding the Stormwater Management <br />Contract. He updated the Council on discussions that City Planner Parrish had with SEH <br />regarding the Council feedback on a request for additional funds for additional meetings and <br />copies of the Stormwater Management Plan. <br /> <br />Lynch also presented a proposal from Jim Brimeyer ofthe Brimeyer Group, for the 2002 City <br />Council/Staff Retreat. The proposal also included a cost estimate of approximately $3,200 for the <br />I Y2 day total plus prep time for the City CouncillStaffRetreat. The dates were established as <br />January 25, January 26, and February 1, 2002, for the retreat <br /> <br />COUNCIL COMMENTS <br /> <br />Councilmember Grant mentioned that the Council does need to consider the future of the <br />Operations and Finance Committee and better define the scope and mission of that group. <br /> <br />Councilmember Grant also mentioned that there is a Maintenance Facility Task Force and was <br />curious about it's inclusion in the appointments for 2002. <br /> <br />Grant further commented on the statement about the Council liaison role and the statement about <br />not influencing decisions and inquired about whether that applied equally to staff. <br /> <br />Councilmember Rem commented on the meeting scheduled for January 10, 2002, with Senator <br />Dayton's staff, and whether all Councilmembers were invited or only those on the mailing list. <br />She also inquired about whether the intention was to have the City Planner attend the meeting <br />since it was addressed to Joe Lynch but with a title of City Planner. <br /> <br />Councilmember Rem also mentioned the Newsletter Committee meeting which was held on <br />Wednesday, January 2,2002, and indicated that had she been able to attend, she would not have <br />been able to open the building without sounding the alarm, and indicated all the City Council <br />needs to receive an alarm code and instructions on turn the alarm system on and off. <br /> <br />Councilmember Larson mentioned that the TCAAP review should be multi-disciplinary and <br />maybe the City would want to consider consulting with an architect or a person with planning <br />background, to assist either the individuals or the Task Force involved with the Ramsey County <br />Public Works Facility. <br />
