ARDEN HILLS CITY COUNCIL MEETING MINUTES
JANUARY 14,2002

8

Councilmember Aplikowski stated that even two months would be helpful.

e

Councilmember Grant stated that in the letter sent to Colonel Lord, the City expressed its view of
having vehicles moved on the TCAAP property to an area not visible from City Hall. He noted
he did not feel the tone of the letter was appropriate. He added he wanted to express publicly
admiration for the Army National Guard. He stated he appreciated their assistance in the city
obtaining this property. He noted it was not appropriate to state the vehicles should be moved
because they could be seen from City Hall.

Mayor Probst stated there have been several conversations with Colonel Lord and his
predecessors. He noted it is not the greatest front door to Arden Hills. He added the Reserve had
indicated that it had never been told formally to move the vehicles. He stated this letter is
intended to formally make such a request. He noted he also admired the National Guard's
assistance.

Councilmember Grant stated he would like to sec the vehicles moved, but did not like the tone of
the letter concerning them being visible from city hall as the reason. He noted the request should
have been from the perspective of the City and not from the view from City Hall. He added that
he personally does not share this perspective.

Councilmember Rem stated she would have done the letter differently. She noted her concern
that if the letter was done as a follow up to previous conversations that could have been stated in
the letter. She added the City wants the National Guard to cooperate in a number of things. She
stated the view from City Hall would have been the last reason on her list. She noted a better
approach would have been that they had received calls from residents regarding the view from
the highway.

e

Councilmember Rem stated she had received a call last week from a resident south of Perry Park.
She noted the resident had been out of the county for a few months. She added the resident had
read in the Pioneer Press that the City was interested in taking the resident's property to be part
of Ferry Park. She stated the resident was very concerned. She noted it would be tactful on the
city's part to contact people personally carly in the process. She added a couple other properties
had been in this situation. She stated it is good for city the city to be proactive. She noted the
resident, Mr. Martin, stated he had sent letter to Mr. Moore today. She added she would like to
see a copy of Mr. Martin's letter. She stated Mr. Martin wrote the letter to get some things in
writing between him and the City. She noted he hoped to receive something back from the City
noting the implications for his property. She added he was not adverse to the plans necessarily,
but would like to talk about it first.

Mayor Probst stated the City must be a little careful about committing to inform people ahead of
time. He noted this was a group of residents in the community brainstorming about what they
would like to do. He added there was no timeline or decisions from the City. He stated this was
similar to the Presbyterian Homes issue. He noted the City Council needs to be careful about how e
many processes it puts on these groups. He added they might kill the brainstorming. He stated it
was logical to consider the property, but there are no funds and no master plan in place.
