<br />e <br /> <br />. <br /> <br />e <br /> <br />~ <br /> <br />~ <br />EN HILLS <br /> <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Joe Lynch, City Administrator <br /> <br />Terrance Post, City Accountant~ <br /> <br />North Suburban Youth Foundation <br />Charitablc Gambling Premises Permit Renewal <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />DATE: <br /> <br />February 8, 2002 <br /> <br />This premises permit renewal involves the applicant's request to continue Class B pull tab <br />operations at the Big Ten Supper Club for the period from April 1, 2002, to March 31, 2004. <br /> <br />Discussion <br />The North Suburban Youth Foundation (previously called the North Suburban Youth <br />Association) is a Roseville-based organization that conducts licensed charitable gambling <br />activities at several sites including the Market Place Bingo Hall, the Big Ten Supper Club, <br />Willards, and the Roseville Bingo Hall. By virtue of the fact that Roseville is in the local trade <br />area (i.e., the city of Arden Hills and all cities contiguous to it), the North Suburban Youth <br />Foundation rather easily complied with the City of Arden Hills ordinance trade area spending <br />requirements by expending almost $129,000 (77%) in local tradc area donations during the <br />January 2000 to December 2001 twenty-four (24) month staff review period. Recipients <br />receiving over $10,000 in donations included Northwest Youth and Family Scrvices ($13,750) <br />and Independent School District No. 621 ($35,000). <br /> <br />Recommendation <br />Staff recommends the City Council approve Resolution No. 02-11, Resolution Approving North <br />Suburban Youth Foundation Charitable Gambling Premises Permit Renewal Application at the <br />Big Ten Supper Club, at the February 11,2002, regular City Council meeting.
