e e e February 20,2002 Ms. lennifer Olson Emmons & Oliver Resources clo Rice Creek Watershed District 3585 North Lexington Avenue, Suite 330 Arden Hills, Minnesota 55126-4196 RE: September, 2001 draft Local Storm Water Management Plan Dear Ms. Olson: The following is in response to your letter of November 26,2001 to Mr. 10el Schilling, SEH, Inc. regarding comments on the City of Arden Hills draft Local Storm Water Management Plan (LSWMP). We directed SEH, Inc. to incorporate appropriate amendments to the draft Plan for consideration by the City Council. Enclosed is the final Plan, The City Council directed staff to submit the Plan to Rice Creek Watershed District for approval on February 19, 2002. A summary of our responses to the issues raised in your letter follows below, General The City Council included the Water Quality Task Force's Final Report as an appendix to the LSWMP. As an appointed body, the Task Force report is an important document that includes recommendations for possible implementation by the City. The City Council will implement those Task Force recommendations it deems both appropriate and cost effective in the long-term. Section 2 - Utilities We have amended the Plan (Section 2, Utilities, page 21) addressing alternative designs for conveyance systems other than storm sewer on a project-by-project basis. Over the past thirty years, the City of Arden Hills implemented storm water pond construction for developments in concert with Rice Creek Watershed District's Watershed Plan. This action resulted in water quality improvement of its major recreational lakes as recognized by the District (Lake 10sephine) and the City's Water Quality Task Force Report.
