<br />e <br /> <br />e <br /> <br />e <br /> <br />February 20,2002 <br /> <br />Ms. lennifer Olson <br />Emmons & Oliver Resources <br />clo Rice Creek Watershed District <br />3585 North Lexington Avenue, Suite 330 <br />Arden Hills, Minnesota 55126-4196 <br /> <br />RE: September, 2001 draft Local Storm Water Management Plan <br /> <br />Dear Ms. Olson: <br /> <br />The following is in response to your letter of November 26,2001 to Mr. 10el Schilling, <br />SEH, Inc. regarding comments on the City of Arden Hills draft Local Storm Water <br />Management Plan (LSWMP). We directed SEH, Inc. to incorporate appropriate <br />amendments to the draft Plan for consideration by the City Council. Enclosed is the final <br />Plan, The City Council directed staff to submit the Plan to Rice Creek Watershed District <br />for approval on February 19, 2002. <br /> <br />A summary of our responses to the issues raised in your letter follows below, <br /> <br />General <br /> <br />The City Council included the Water Quality Task Force's Final Report as an appendix to <br />the LSWMP. As an appointed body, the Task Force report is an important document that <br />includes recommendations for possible implementation by the City. The City Council <br />will implement those Task Force recommendations it deems both appropriate and cost <br />effective in the long-term. <br /> <br />Section 2 - Utilities <br /> <br />We have amended the Plan (Section 2, Utilities, page 21) addressing alternative designs <br />for conveyance systems other than storm sewer on a project-by-project basis. <br /> <br />Over the past thirty years, the City of Arden Hills implemented storm water pond <br />construction for developments in concert with Rice Creek Watershed District's <br />Watershed Plan. This action resulted in water quality improvement of its major <br />recreational lakes as recognized by the District (Lake 10sephine) and the City's Water <br />Quality Task Force Report.
