Identify any potential environmental hazards due <br />to past site uses, such as soil contamination or abandoned storage tanks, or proximity to nearby <br />hazardous liquid or gas pipelines. <br /> <br />Existing Land Use <br />According to the Phase I Environmental Assessment (EA), January 4, 2001, which did <br />not analyze the ATS Steel property, much of the site has served as cultivated agricultural <br />land and, later, pasture land, The site continues to serve as horse pasture land, An <br />underground sanitary sewer interceptor line was present on the site for many years before <br />it was relocated off site in 1998, A buried natural gas pipeline, which was abandoned in- <br />place in 1995, is present on the site, <br /> <br />The primary existing land use on the site includes the ATS Steel industrial facility. The <br />site also contains two billboard outlots and railroad right-of-way, owned by MT <br />Properties/Burlington Northern Railroad, Finally, an eleetric transmission line erosses the <br />western portion of the site running north-south and includes one of the towers suspending <br />the lines. <br /> <br />The A TS Steel property currently includes a one- and a two-story industrial building, <br />whieh are attached, parking and loading areas and a stormwater pond, A portion of 3rd <br />Avenue N" 13th Street NE and a stormwater pond are located in the northwestern corner <br />of the site, The Minnesota Transfer (MT Properties) railroad right-of-way includes a spur <br />line and siding to A TS Steel. This spur line crosses I-35W immediately south of Gateway <br />Boulevard and is not currently used, Morris Signs possesses two billboards located along <br />the 1-694 frontage, <br /> <br />Project Compatibility with Adjaeent and Nearby Land Uses <br />The projeet will be compatible with adjacent and nearby land uses. Adjacent land uses <br />include light industrial development to the north of the projeet site and vaeant land to the <br />east. These land uses are guided Industrial in the City's Comprehensive Plan, Round <br />Lake, which is surrounded by a corridor of natural open space, is located to the northeast <br />and serves as a buffer for the residential development located on the east and northeast <br />sides of the lake. Highways 96 and 10, and Interstates 35W and 694 surround these uses <br />on all sides, <br /> <br />According to the City of Arden Hills Zoning Ordinance and the associated Zoning Map, <br />this site is designated as Gateway Business, This district was specifically established to <br />provide a flexible framework for the development of the northeast quadrant of the 1-694 <br /> <br />Page 7 <br />
