<br />2,11,02 <br /> <br />Grants <br /> <br />State grants are available for surface water management and non-point source <br />pollution. However, it is generally not a good financial practice to rely on <br />grants for a service program. This source of revenue is not dependable and <br />requires constant speculation as to its availability. Grants are useful but should <br />only be used to supplement a planned local revenue source. Examples of some <br />available grants include: <br /> <br />Environmental Protection Agencv (EP A): 604b - Urban Water Ouality Grant <br /> <br />The EPA's 604b Grant Program is targeted at water quality improvements in <br />urban areas. The grant is not a cost share program, but does require local <br />participation, The grant is generally administered through the state. <br /> <br />Environmental Protection Agency (EPA): Underground Injection Control <br />Pro gram <br /> <br />The U, S. Environmental Protection Agency's Underground Injection Control <br />(UIC) program involves inventories of groundwater protection areas in the <br />City to address abandoned drainage or domestic disposal wells which are <br />potentially harmful to underground sources of drinking water. The results of <br />the questionnaire can provide a great deal of information on the degree of risk <br />to the City's underground sources of drinking water. The EP A has provided <br />funding and training for volunteers to implement the UIC program at the local <br />level. <br /> <br />Environmental Protection Agencv (EPA): Environmental Education Grant <br /> <br />The EPA's Environmental Education Grant, enacted in 1991, is targeted at <br />cities or organizations in the amount of $25,000 or less. The Environmental <br />Education Grant is intended to fmance local education initiatives related to the <br />nature environment. Grants are awarded on a 50/50 cost share basis. <br /> <br />Environmental Protection Agency (EPA): Clean Lakes Grant <br /> <br />The Federal Clean Lakes Grant is the next step in lake restoration following <br />the State Clean Water Partnership Pro gram. The pro gram can include <br />significantly more funding than the state program and can be used for <br />development and implementation of lake restoration plans. Clean Lakes <br />funding is administered through the MPCA. <br /> <br />Environmental Protection Agency (EPA): Section 319 - Clear Water Act <br /> <br />Funding through EPA's Section 319 program supports state programs but is <br />potentially available for urban BMP and project implementation coordination. <br />The grants program includes a spring application period (May to lune) for the <br />state. The program is significant in that it can fund implementation (i.e., <br />construction) rather than funding planning efforts or studies.
