<br />e <br /> <br />.- <br /> <br />e <br /> <br />~ <br /> <br />~ <br />EN HILLS <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: February 11, 2002 <br /> <br />TO: Mayor and City Council <br />Joe Lynch, City Administrator <br /> <br />FROM: Aaron Parrish, City Planner If <br /> <br />SUBJECT: Gateway Environmental Assessment Worksheet <br /> <br />Overview <br /> <br />As part of the approval process for the Gateway Redevelopment at the Northeast quadrant of I- <br />694 and I-35W, Chesapeake Companies is required to prepare an Environmental Assessment <br />Worksheet (EA W), The intent of an EA W is to more clearly define and identify any <br />environmental issues associated with larger developments. The EA W process allows interested <br />units of government such as MNDOT, the Metropolitan Council, MPCA, and others to assess the <br />developments potential environmental impacts, <br /> <br />Once the EA W has been distributed for agency review and eomments received, the City of <br />Arden Hills, the Responsible Governmental Unit (RGU), is required to make a determination on <br />the acceptability of the EA W, If the EA W is determined to be acceptable, nothing further is <br />required on the part of the City or applicant relative to this matter. If the City determines that the <br />EA W is not aeeeptable, the City can require that an Environmental Impact Statement (EIS) be <br />eompleted, When evaluating the EA W, Minnesota Rules 4410.1700 Subp. 7 require the RGU to <br />utilize the following criteria when evaluating whether a projeet will have significant <br />environmental impacts: <br /> <br />. Type, extent, and reversibility of environmental effects; <br />· Cumulative potential effects of related or anticipated future proj ects; <br />· The extent to which environmental effects are subject to mitigation by ongoing public <br />regulatory authority; and <br />. The extent to which environmental effects can be antieipated and controlled as a result of <br />other availahle environmental studies undertaken by public agencies or the project <br />proposer. <br />
