The City Administrator brought a proposal to change the organizational structure of the City staff <br />and realignment of some of the functional areas to City Council in 2000. The City Council <br />authorized the City Administrator to hire two support staff positions and to return to the City <br />Council with job descriptions and information on salary and ranges for the positions of <br />Operations and Maintenance Director and Administrative Services Director. <br /> <br />City Administrator provided City Council with the job descriptions for the aforementioned <br />positions for review and discussion and to receive authorization to begin the hiring process for <br />these positions. Subsequent to that, Council discussed the organizational change and reviewed <br />the proposed positions along with the major areas of responsibility for each. At your Council <br />Worksession on April 15, 2002, I believe there was general agreement that the proposed <br />structural change on the Operations and Maintenance side should go forward, This includes the <br />positions of Operations and Maintenance Director, Operations and Maintenance Superintendent, <br />Recreation Program Supervisor, and Operations and Maintenance Labor. <br /> <br />Some discussion is still needed about the title for the other position and alignment of duties and <br />responsibilities that would include oversight of economic development and community planning. <br />My understanding is that the Council does desire to discuss this as a separate topic. <br /> <br />. <br /> <br />As part of the discussion at the Worksession on April 15, 2002, the Council did hear the City <br />Administrator say his desire is to hire an internal candidate and bring that recommendation <br />forward. There was also discussion about the hiring process and whether it was legally required <br />for the City to complete an outside process. My understanding is that we are not legally required <br />to do that. <br />
