<br />e <br /> <br />. <br /> <br />e <br /> <br />ARDEN HILLS CITY COUNCIL MEETING MINUTES <br />FEBRUARY 11,2002 <br /> <br /> <br />, <br />~ <br /> <br />No public comments were made. <br /> <br />UNFINISHED AND NEW BUSINESS <br /> <br />A. NSY A Big Ten Supper Club <br /> <br />Mr. Post explained his memo to Mr. Lynch included in the Council packet. He noted the <br />organization has met the trade and spending requirements with ease. He added staffrecommends <br />approval. <br /> <br />Mr. Frank Maddsen complimented the City Council on its new chambers. He stated he was <br />happy to be back and looked forward to making and distributing money in the Arden Hill's <br />community. <br /> <br />MOTION: Councilmember Grant moved and Counci1member Aplikowski seconded a motion <br />to approve Resolution No. 02-11, Resolution Approving North Suburban Youth <br />Foundation Charitable Gambling Premises Permit Renewal Application at the Big <br />Ten Supper Club as recommended by Staff. The motion carried unanimously (5-0). <br /> <br />B. <br /> <br />Xcel Energy Utility Line Construction <br /> <br />Mr. Lynch explained his February 17, 2002 memorandum regarding construction of utility lines <br />on the west side of Lexington Avenue, He noted the three options as proposed by staff. <br /> <br />Mr. John Wertish stated he was the Community Relations Manager for Xcel out of the White <br />Bear Lake Avenue office. He noted he was there to answer questions. He added the original <br />$400,000 estimate to place the wires underground does not include removing the existing over <br />ground service. He stated there were also carrying costs. He noted the surcharge tariff was <br />approved in concept. He added Xcel is going through a compliance filing, He stated there are <br />things in the original tariff the Commission wanted clarified or changed. He noted the basic <br />structure had been approved. He added there are different thresholds on how Xcel is allowed to <br />collect this money to try to protect the ratepayer from large increases, He stated there are built in <br />mechanisms to keep the rates low. <br /> <br />Mr. Lynch asked for clarification on the lines to be installed, Mr. Wertish responded our system <br />is integrated and redundant by design. He stated it would be tied in to existing infrastructure that <br />services Arden Hills, He noted it would provide back up service for Arden Hills. He added the <br />system is not unique to one city, but is all tied together. <br /> <br />Mayor Probst asked for clarification. Mr, Wertish responded this effort started three years ago. <br />He stated Xcel backed off and did some reconfiguration. He noted it is critical to have the line in <br />before the cooling season arrives, He added they have looked at several scenarios. He stated this <br />was the project of choice. <br />
