They would have to be <br />secured by either a general obliga- <br />tion pledge from the municipality or <br />a pledge of other assets. <br /> <br />No similar authorization is contained <br />in the House's public finance bill. <br />However, the Met Council has made <br />several changes to the language in <br />an attempt to respond to concerns <br />expressed by House members, the <br />AMM and other interested parties. <br />Those changes include elimineting <br />the requirement that an applicant <br />must be a participant in the Livable <br />Communities Program, eliminating <br />the requirement for a local match and <br /> <br />be asked to provide, and under what <br />conditions the Council would extend <br />services. <br /> <br />The concept of extending wastewa- <br />ter services to rural growth centers <br />stems from the Council's work on <br />the new Regional Blueprint and a <br />recent report from the Council's Ru- <br />rallssues Workgroup. The rural is- <br />sues report recommends that the <br />Council work to direct growth and <br />development toward rural centers, <br />and away from other rural areas, <br />such as those designated "perma- <br />nent agricultural." This would pre- <br />sumably help the region accommo- <br /> <br />April 29 - May 3, 2002 <br /> <br />Metropolitan Council Seeks Authorization for <br />Housing Production Revolving Loan Fund <br /> <br />The public finance article of the <br />Senate's budget bill (H.F. 3270) con- <br />tains a provision that would autho- <br />rize the Metropolitan Council to es- <br />tablish a Housing Production Revolv- <br />ing Loan Fund, utilizing existing Coun- <br />cil resources and any gifts or grants <br />awarded to the Council for the pur- <br />pose of the fund. <br /> <br />. <br /> <br />The fund would be used to make <br />loans to metropolitan cities, counties, <br />townships or development authori- <br />ties for projects with "a reasonable <br />probability of resulting in lower hous- <br />ing costs in the metropolitan area." <br />Eligible projects include those which <br />"support housing production and en- <br />sure integration of land use and <br />transportation needs." <br /> <br />clarification that communities under- <br />taking both redevelopment and de- <br />velopment projects are eligible to re- <br />ceive loans. <br /> <br />The Council has also agreed to es- <br />tablish a loan review committee, <br />composed of individuals with exper- <br />tise in finance, development and 10- <br />cai government; and adopt uniform <br />criteria and procedures for the pro. <br />gram, which will be subject to public <br />hearing. Finally, the Metropolitan <br />Council would have to submit an <br />annual report on the program to the <br />Legislative Commission on the Met- <br />ropolitan Council. <br /> <br />A copy of the draft language is avail- <br />able by calling AMM at651/215~OOO. <br /> <br />Metropolitan Council Considers Expanding Wastewater <br />Treatment to Rural Growth Centers in Metro Area <br /> <br />In recent weeks, Metropolitan Coun- <br />cil staff and members have been dis- <br />cussing the possibility of extending <br />wastewater services to rural growth <br />centers in and around the seven- <br />county metropolitan area. Commu- <br />nities identified as rural growth cen- <br />ters inclUde SI.
