As a <br />result, we have come up with an agreement in principle with the District for the Council's <br />consideration. Generally, the agreement in principle would require that we update our plan to <br />reflect the following: <br /> <br />1. Outline the City's general budgeting practice with regard to stormwater and drainage <br />improvements. <br /> <br />Presently, most stonnwater and drainage improvements are constructed in conjunction <br />with the City's pavement management program. In addition, we will note in the plan that <br />the composite index used to evaluate street projects factors in existing drainage, or lack <br />thereof, in the area. <br /> <br />2. Establish timeframes associated with the various capital improvements <br /> <br />Capital improvements within the Local Stonnwater Management Plan are currently <br />prioritized on a scale of 1 to 3. The Watershed District has asked that general time <br />frames be attached to specific capital improvements. While the implementation timelines <br />do not represent absolute timelines, they do provide a mechanism for monitoring <br />progress. As such, the time frames will span 3 years to allow flexibility. Timeframes for <br />specific projects are being assigned using the tentative 5 year PMP as a base. This effort <br />will be coordinated between the City Engineer and Project Engineer. <br /> <br />3. Complete the evaluation of existing water quality treatment for all subwatersheds in 2003 <br />or 2004. <br /> <br />The estimated expense for this particular activity is $60,000. However, this information <br />is an element required in order to apply for a Phase II NPDES (National Pollution <br />
