Arden Hills <br /> <br />Copy: <br /> <br />From: <br /> <br />Greg Brown, PE <br />Arden Hills City Engineer <br /> <br />Date: <br /> <br />July 22, 2002 <br /> <br />Subject: <br /> <br />2002 PMP Assessment Hearing <br />Resolution 02-34 Adopting 2002 PMP Assessment Role <br /> <br />Background <br />The City Council at their April 29, 2002 meeting, directed the City Engineer to prepare final plans and <br />specifications for lhe 2002 Pavement Improvement Project based upon the feasibility study and <br />comments/direction received at the April 29, 2002 Council Meeting and resident feedback from the <br />previous neighborhood meeting. <br /> <br />Project Status <br />Bids for the project were received on July II, 2002 and a recommendation for award of the project is <br />included as item 5.C on the July 29, 2002 Council Agenda. The proposed improvements include the <br />reconstruction of Hunter's Court and Waldon Place to 32 foot wide streets with concrete curb and gutter. <br />The cui de sac bulbs are designed with 100 foot diameters. We have included a minor amount of silt <br />removal at the oullet of the existing storm sewers into the adjacent pond as a part of the project. <br /> <br />Recommended Assessment <br />Attached are a copy of the proposed assessment role and property map for the project area. The <br />assessment role and map were discussed at the June Council Worksession. The proposed assessment rate <br />is $51.00 per front foot (as calculated per the assessment policy) which generates a total project <br />assessment amount of $85,130.00. The resident notices for the assessment hearing indicated that the <br />assessment could be paid in full or by installments over 10 years at an annual interest rate of 6.5% as was <br />discussed at the June Council Worksession. <br /> <br />The City Engineer recommends that the Council adopt resolution 02-34 finalizing the assessment role for <br />the 2002 Pavement Management Program. <br /> <br />\\5071 NTOl \PROJECTS\3795I 020mOCUMENTS\ WORD\ConncilMemo7 -29-02.doc <br />
