<br />ARDEN HILLS PLANNING COMMISSION - JULY 17,2002 <br /> <br />3 <br /> <br />Chair Sand asked if the DNR regulations had changed since 1985 with respect to what . <br />could be built near the shoreline and if not, how did the DNR regulations, the Shoreline <br />Ordinance and Zoning Ordinance interrelate. Mr. Parrish replied he did not know the <br />historical changes within the DNR regulations but he did have peripheral knowledge as to <br />what they were now. He indicated it was up to the applicant to work with the DNR and <br />the Rice Creek Watershed District. <br /> <br />Mr. Parrish stated regardless of that the DNR said, the City was obligated to process the <br />request based on the City's Shoreline Ordinance. <br /> <br />Chair Sand asked for the proposed square footage. Mr. Parrish replied it was <br />approximately 730 square feet. <br /> <br />Mr. Parrish stated there might be some conflict between the Shoreline Ordinance and the <br />Zoning Ordinance, and it was a regular procedure to go with the more restrictive <br />Ordinance in making their decisions. <br /> <br />Roberta Thompson, 3413 Snelling Avenue, addressed the hardship perspective regarding <br />this request. She indicated all residents on the lake had the same type of hardship. She <br />stated she needed additional storage also. She stated this was very common because of <br />the type of lots that were on the lakeshore. She expressed concern about the setback. She <br />expressed concern about this setting precedence in the future and more residents <br />requesting boathouses. She expressed concern about the size of the proposed boathouse. . <br />She stated she did not agree with the hardship. She stated this was a challenge, but it was <br />not something that they could not live without. She challenged the City to make sure the <br />Ordinances were in sync. <br /> <br />Mary Mee, 1520 Edgewater Avenue, stated when they bought their lots, it was a <br />stipulation that no more than one structure was to be built on the lot. She stated she <br />strongly disapproved having a boathouse put on the lake. She stated this was a small lake, <br />and it would encourage larger boats. She expressed concern about the safety issues and <br />the destruction of the beauty of the shoreline. She stated once they had one boathouse, <br />there would be more. She asked the Commission to deny this request. <br /> <br />Mary Ellen Stanton, stated she was concerned about the aesthetics with a boathouse put <br />on the shoreline. She stated right now everything was open and if a boathouse was put on <br />the lake, it would obstruct this view. <br /> <br />Rebecca Krieg, 3382 Lake Johanna Boulevard, objected to this request because it would <br />clutter the lake and set precedence for the future. <br /> <br />Bill_, 1541 Edgcwater Boulevard, stated they had been informed that only the home <br />and garage was allowed on the lake. He expressed concern about the geology of the area <br />with allowing boathouses. He exprcssed concern about setting precedence for future <br />boathouses. <br /> <br />Marie Bezdicek, 3324 Lake Johanna Boulevard, Lakc Johanna Home Improvcment <br />association, stated she had received many calls expressing concern about this setting a <br />precedence and expressed concern about the pristine beauty of the shoreline and the <br />preservation of that view. She requested the Commission deny the Special Use Permit. <br /> <br />. <br />
