Moore; Operations & Maintenance Direeto~ 1- k <br /> <br />2002 Master Planning & Concept Design for Park Facilities <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Baekl!round <br />The Parks, Trails and Open Space Plan was approved by Resolution 02-26 at the May 28, <br />2002 Council meeting. The Parks Trails and Open Space Plan recommended a series of <br />improvements to be implemented. One of these improvements was for the design and <br />construction of park facilities within our thirteen Parks. Furthermore Council has <br />expressed a desire that there be a building pattern/theme throughout the Park System. <br /> <br />Budl!et <br />Funding for this 2002 project would be generated by The Park Fund. The Park Fund is a <br />Special Revenue Fund. The Park Fund balance as of December 31,2001 was <br />$560,322.00. At the July 23,2002 Parks, Trails and Recreation Committee (PTRC) <br />meeting, the Committee reviewed the submitted bids. The PTRC selected Hagen, <br />Christensen and McIlwain (HCM) Architects at a fee of $30,000. HCM provided the <br />master planning and concept design for Ramsey County Tony Schmidt Park. <br /> <br />Scope of Services <br />HCM will provide prairie style building designs and sitelbuilding analysis for the <br />following large City of Arden Hills' Parks; Cummings, Perry, Floral and Hazelnut. Each <br />individual building's design will be specific to each park and building site based on the <br />building's function. In addition HCM will develop concept building prototype designs <br />for the smaller neighborhood parks. Those designs will include the following options; <br />small picnic shelter without toilets, medium picnic shelter with toilets, and a combination <br />picnic shelter & warming house with toilets. <br /> <br />Parks, Trails and Recreation Committee (PTRC) Recommendation <br />At the July 23, 2002 PTRC meeting the Committee unanimously recommended <br />presenting the bid from Hagen, Christensen and McIlwain Architects to the Council for <br />approval. <br /> <br />Staff Recommendation <br />Staffreeommends that the City Council authorize tbe selection of Hagen, Christensen <br />and McIlwain Architects to develop a master plan and concept design for the park <br />facilities in the City of Arden Hills at a cost not to exceed $30,000. In addition Staff <br />recommends that this cost be taken out of The Park Fnnd. <br />
