Attached is an ordinance that would place a moratorium on the development/construction
of boathouses for twelve (12) months unless terminated or extended by the City Council. Prior the
enacting a development moratorium, the Council has directed staff to outline possible parameters of
review for the Planning Commission. Based on the discussion to date, staff would suggest the following:

I. Evaluate whether boathouses should be permitted by the Shoreland Ordinance. If so, what types
of requirements should be in place to regulate their development.

2. Evaluate the maximum number of structures permissible on properties within the Shoreland
District.

3. Evaluate exterior storage regulations for properties located within the Shoreland District.

Requested Action

Consider adoption of Ordinance #341 an Ordinance Adopting a Development Moratorium Relating to the
Construction of Boathouses
