<br />. <br /> <br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />August 7, 2002 <br /> <br />Agenda Item 7C <br /> <br />TO: <br /> <br />Mayor and City Council <br />Joe Lynch, City Administrator <br /> <br />/, <br /> <br />SUBJECT: Subdivision Regulation Modifications <br /> <br />Overview <br /> <br />Attached you will find proposed revisions to the City's Subdivision Regulations. Initially, the revisions <br />primarily focused on changing the subdivision regulations to make them consistent with the recently <br />adopted Pavement Management Program. In particular, there is an effort made to make the functional <br />street classification system consistent between the two. Overall, based on staff and Planning Commission <br />input, the following areas have been addressed: <br /> <br />. <br /> <br />1. Making the Ordinance consistent with the City's recently adopted Pavement Management Plan. <br />(Pages 11-5 to 11-8; 11-25 to 11-27; 11-34; 11-40) <br />2. Making street grade language more permissive per Planning Commission input (11-26) <br />3. Expanded safe intersection language (11-27) <br />4. Allowing for alleys (Page 11-27, 11-29 to 11-30) <br />5. Making the park dedication requirements consistent with Minnesota State Statutes. (Page 11-35) <br />6. Incorporating additional tree and lighting requirements. (Pages 11-41 to 11-42) <br />7. Redefining the variance criteria (Pages 11-44 to 11-45) <br /> <br />A few other minor grammatical and language clarification changes have been made as well. Language to <br />be removed is sfrielcefl, while new language is ~jghlighted. The Planning Commission held a public <br />hearing on the proposed modifications at their July 17, 2002 meeting and did not receive any comments at <br />that time. <br /> <br />Plannin1! Commission Recommendation <br /> <br />In Planning Case #02-04, the Planning Commission recommends approval of the ordinance as presented. <br /> <br />ReQuested Action <br /> <br />I. Consider second reading and adoption of Ordinance #340, an ordinance modifying Chapter II of the <br />City Code. <br />2. Consider approval ofthe Ordinance Summary for Ordinance #340 <br /> <br />.
