<br />~""k'f w"".: <br />, Emerging Principles to Guide land Use Planning <br />Outcomes of the TCAAP Community Dialogues - Aug. 13, 2002 <br /> <br />. <br /> <br />The following statements summarize themes heard consistently throughout the TCAAP Community <br />Dialogue process. They were drafted by the Design Center for American Urban Landscape using input <br />received from question and answer sessions, written comments, and group discussions. <br /> <br />. <br /> <br /> <br />. <br /> <br />Citizens seek assurances that the type and extent of pollution will be properly determined, <br />documented, and used to inform land use decisions. <br /> <br />Development must bear the cost of cleanup above industrial standards. (TIte Army is legally <br />responsible to cleanup polluted areas to industrial land use standards.) These costs should <br />not be shifted to the City of Arden Hills. <br /> <br />Follow the Vento Plan: <br />Preserve large open spaces and connecting corridors <br />Provide buffer areas between open spaces and development <br />Include areas for athletic playing fields <br /> <br />Develop with natural functions ofland <br /> <br />Protect water quality <br /> <br />Provide for a variety of parks from active recreation fields to passive walking trails <br /> <br />Plan for all types of transportation: auto, bicycle, foot, bus, rail <br /> <br />Plan comprehensively: consider transportation impacts on adjacent neighborhoods, local streets, <br />arterials, and regional highway system <br /> <br />Provide good connections between TCAAP and adjacent neighborhoods, parks and open space <br />(integrate site into surrounding community) <br /> <br />Provide safe highway/freeway crossings for vehicles, bikesl pedestrians, such as under/over <br />passes, bridges <br /> <br />Provide major site entrances from south, west, and north <br /> <br />Development should have a mix: of activities~ retail, commercial, entertainment, in- <br />dus~ housing, parks, and formal civic space <br /> <br />Development should be pedestrian friendly, for example sidewalks and shade trees <br /> <br />if environmental conditions permit housing, provide a range of types <br /> <br />Consider opportunities for industrial land uses <br /> <br />
